Sahiwal Pioneers Digital Land Reform: ‘Green Property Certificate’ Replaces Traditional ‘Fard’

SAHIWAL – In a landmark move to modernize the provincial land revenue system, the Punjab Land Records Authority (PLRA) and the Board of Revenue have officially made the “Green Property Certificate” mandatory for all real estate transactions in Sahiwal.
This transformative shift marks the end of the traditional Fard-e-Bay (land verification document) in the district. Moving forward, the transfer of property ownership in Sahiwal will be processed exclusively through the Green Property Certificate.
Key Features and Government Vision
The initiative is part of a broader strategy to digitize Punjab’s administrative framework. Key highlights include:
Phased Rollout: Sahiwal has been selected as the pilot district. Following its successful implementation here, the system will be expanded to other districts and eventually across the entire province.
Security and Transparency: The primary objective is to safeguard citizens’ property rights and boundaries, effectively eliminating fraud and the forging of documents in land dealings.
A Digital Revolution: By utilizing a digital land record system, the government aims to reduce long-standing land disputes and provide citizens with robust legal protection.
“In line with the vision of Chief Minister Punjab Maryam Nawaz Sharif, we are introducing a modern and transparent system where both ownership and possession are verified with certainty. The Green Property Certificate is a significant milestone in this journey.”
— Ikram-ul-Haq, Director General, Punjab Land Records Authority
